Allow creation of Exception Report string without showing a dialog/form

description

Currently ExceptionReporter can only function by showing a dialog - with exception information.
However, there is a request to be able to get the Exception Report string without having to show a dialog (eg for logging purposes).

Fixed in changeset #21578, will be included in next release, which will either be called drop 4, or maybe version 1.2.
